The Future of Customs Clearance.

Out with the old … finally in with the new!

In the years leading towards our departure from the EU, HMRC depended upon their CHIEF system to process the electronic data needed to complete a customs clearance.

Even at pre-Brexit throughput, it had become the policy of HMRC to upgrade the system to a more modern version. That need became more urgent, as the significant increase could be foreseen following the result of the 2016 referendum.

However, when the first entries were submitted on 1st January 2021, CHIEF remained in place as the sole platform for the processing of entries. It was not until 1st October 2022 that the technical obstacles to the replacement had been conquered that the Customs Declaration Service (CDS) could be introduced. This initially was only for imported goods.

Thankfully, the user experience of CDS was a positive one. We transitioned to the new system fully during September 2022. That would have enabled us to revert to CHIEF had we found any glitches. We never needed to revert to CHIEF and continue to view CDS as a positive step forward for our industry.

The second stage of the CDS roll-out was to move all export declarations to the platform. That happened on 30th March 2023. Again we commenced using CDS in early March and were able to consign CHIEF to a bygone era.

The fundamental difference for traders in the shift to CDS, has been the need for them to register themselves as a CDS trader. This can be achieved via the following link https://www.gov.uk/guidance/get-access-to-the-customs-declaration-service. Once registered a trader will be able to link their registration to a Deferment account, make payments to HMRC of any customs taxes due, and authorise us as their agent to link a deferment account to all future entries.
